Romans 13:2 Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation.

Interpretation

We are all “souls” first, therefore, every “soul” be subject unto the “higher” power, there is NO authority EXCEPT from God, the Authority that “exists” are “appointed” by God. ThereFORE, whoever “resists” the authority, resists the “ordinance of God” and will bring judgment on themselves.
